This pioneering community housing project in Liverpool holds national significance as one of the first social housing developments in Australia to be funded through a low-interest construction loan from the National Housing Finance & Investment Corporation (NHFIC), now operating as Housing Australia.

The innovative funding model reduced borrowing costs and enabled BlueCHP to accelerate delivery while retaining long-term affordable housing outcomes. Importantly, the project demonstrates how collaboration between community housing providers and government can unlock new pathways to increase Australia’s housing supply at scale.

Housing Delivery & Community Impact

This five-storey, mixed-tenure development now provides housing for more than 100 people through over 60 high-quality homes. In practice, these homes support people who would otherwise struggle to access secure, affordable housing close to employment, healthcare, transport, and essential services.

 
Site Acquisition & Development Approach

BlueCHP purchased the original property from Homes NSW under a ‘sale and buy-back’ arrangement. Initially, five allotments were acquired. Later, these sites were consolidated into a single property to support a larger, more efficient housing outcome.

Housing Mix & Accessibility

The complex offers a carefully planned mix of affordable, social, and specialist disability homes. Managed by BlueCHP, the building includes a basement car park and a range of one, two, and three-bedroom units. Together, these homes support singles, couples, and families. In addition, five of the apartments are Specialist Disability Accommodation (SDA). These homes meet standards set by the National Disability Insurance Scheme to support people living with complex disabilities. The SDA units are complemented by accessible parking and step-free access throughout the building.

 
Design, Sustainability, Performance

Designed by Kennedy Associates Architects and constructed by Mono Constructions, the building responds to the south-western Sydney climate through innovative shade structures, durable materials, and energy-efficient design. All apartments achieved a minimum 7-star NatHERS energy rating and meet Silver Level Livable Housing Australia standards. Together, these features reinforce BlueCHP’s commitment to sustainability, accessibility, and long-term value.

 
Location & Connectivity

The location strengthens resident connection to the surrounding area. Within walking distance of the Liverpool to Parramatta Transitway, Liverpool Hospital, shops, and services, the development supports independence, inclusion while reducing reliance on private vehicles. In addition, streetscape improvements and new footpaths along Anderson Avenue further integrate the building into the local neighbourhood.
